I'm looking to upgrade my GPU and my PSU (if it's necessary), I wanted to know what would be the best card that I can purchase that won't bottleneck my computer too much. I did some looking around but still couldn't find a specific answer. I was hooping that someone on here could help. Thanks in-advance.
This computer is bone-stock haven't made any modifications to it.

My Specs : Windows Vista™ Home Premium
Intel(R) Core(TM)2 Duo CPU E4600 @ 2.40GHz (2 CPUs), ~2.4GHz
2036MB RAM
Intel(R) G33/G31 Express Chipset Family

Your processor is kinda slow and might only meet the minimum specs on some modern games, others will require a faster CPU. The radeon 6670 would be a good match for your processor anything better than that would be a bottleneck and waste of money. Make sure you upgrade the PSU because dell uses the cheapest power supplies that are just barely good enough to power the system and when your computer ages things get even worse.

What if I decided to upgrade the CPU also, would that help broaden my choices on GPU, if so you have any suggestions on CPU's?

It's hard to find CPU upgrade info for your computer. The only thing I could find is that it will support the core 2 duo E8500. A good way to spot bottlenecks if you are a beginner is to use the windows experience index. The 6670 that I listed scores a 7.1, the 7750 scores around a 7.3 and the 7770 scores around a 7.5. I don't know what your CPU scores but I'm guessing around a 5.0. That doesn't mean that you can't use a 7770 it just means you won't be unlocking it's full potential, so get what ever you can get the best deal on because it's not really worth putting a lot of money into an older computer like that. You won't get good performance unless you upgrade to a quad core like the q6600 (if your motherboard even supports it).
