Radeon 7970 overheating and FPS drops

I'm using two XFX manufactured 7970's in CFX on a computer I built 6 months ago. Recently, I've been playing Terraria, Fallout: New Vegas (FNV), and Minecraft. During each play session of FNV and minecraft, the fans will spin up to high speeds, creating loads of noise for two rather non-demanding games. When the fan reaches max speed in FNV, the game either freezes, forcing a restart, or crashes with a notice that FNV is not responding. In terraria, the game will switch between 45 FPS and 60 FPS about every 15 minutes, but the 60 FPS duration is only about a minute. The game noticeably speeds up and slows down when this happens, and the FPS is recorded with FRAPS. Also, regardless of what application is running, about once an hour the fans the GPU will start making a clattering noise, as if the fans are hitting something, but after about 20 seconds the noise slows down and stops. Is there any reason for any of this, and is there a way to fix this?

I use windows 8, and my Catalyst version is 13.4.

I have tried manually capping the fan speed through the CCC, disabling CFX, and changing clock speeds, none of these appear to help. Any advice is greatly appreciated :)
