CPU on Dimension 4500C is toast. I have two hard drives containing data I need to recover. I guess I can find a replacement CPU or maybe I can connect these drives one at a time to my Dell Lattitude and download the selected files ?

A USB dock or SATA/IDE -> USB cable should work no problem.

Thanks for the quick response. I just connected the HD to the Lattitude using IDE-USB cable. The light on the connector comes on but the HD does not show up on my hardware list. Do I need external power for the HD ?

A regular 3.5" drive will need external power. It can't run off just the USB.
