bios has overclock settings but windows fails to recognize?

So earlier today I decided to up my ram to 1600mhz from 1333. Bad idea, the board would not post and I had to use the back to bios button multiple times to get it working. After I though everything was working I would open up cpuz, coretemp, you name it, and they all show my cpu (3770k) running at stock the 3.5ghz when it should be 4.2 and in cpuz it even shows the intel power saver thing (forgive my ignorance) where it down clocks itself to 1.5ghz. Everything in the bios says "overclocked" but Windows shows everything that would be default settings. I have tried removing the motherboard battery and unplugging it to restore the cmos and even updated the bios but have had no luck. My board is the intel dz77gal-70k if anyone could give me some tips it would be much appreciated!
