cpu fan contantly runs at 5000rpm

guys i have a problem since last 2 years. my cpu fan is constantly run at 4500-5000rpm. i upgrade my processsor intel 2.8 (simple) to pentium d 925 3.00ghz. i also wash heat sink several times and also apply thermal paste on processor, but nothing happened. the model of my board is acer veriton 7800.
when i start the computer, fan gradually started and reached at 4500rpm within 1 minute. the temp bios show is 58c and softwares show the temp ~50c to 60c
is the problem with my board or processor ??????
environment temperature is round about 40c

what is the idle voltage for pentium d???
yes i using the old intel heat sink .... but it seated perfectly on processor..should i change the heat sink ....
