Can anyone tell me what my PLL is?

I have a Dell Vostro 200 (Mini Tower) 4GB RAM,E2200 Core 2 Duo (2.20Ghz Stock) (MotherBoard G33M02) I want to Overclock it to atleast 3.0Ghz using ClockGen (Since the Bios is Locked) But in order to use ClockGen i need my PLL (Phased Locked Loop)
Your helpful answers are greatly appreciated? Also what would it look like and where would it be on the motherboard?????? Hopefully not on the CPU under the fan and heatsink.

I am not an expert in overclocking.. but some gut feeling tells me overclocking an E2200 isn't worth the time unless you know what you are doing immediately.. no offense really.. Those CPUs are about 5 generations old (this month even) and I have had to work with those recently and they can be time consuming depending what youa re doing..

I don't know what a PLL is (BIOS setting?) but there are good overclocking guides on TOM's and if they don't help then I would bet money there is a forum for overclocking your CPU after all these years it has been out.
