evga gtx 680 superclocked constant crashing

As you can tell from the title of the post, I've been having a bit of a problem with my new gpu. I've tried multiple drivers, as well as re-seating the card. I know others have had this problem. Should I rma the card? Or is there something I havent tried?

I probably should have posted my pc specs with the original post. Sorry about that.

CPU: I7-3770.
PSU: Thermaltake tr2 700w.
MOBO: Asrock z77 extreme4
RAM: Patriot 16 gb
256 toshiba ssd
1 tb toshiba hard drive
windows 7 pro 64 bit

I did remove the drivers for the previous card, but catalyst control center just does not want to go away. As for the problems I'm having:
Artifacts
Constant crashes to reboot when doing anything from playing skyrim, to running a render test, to trying to refresh my WEI.
General card instability.

The thing is, this was a micro center open box product, which means it was tested (or at least should have been) for proper functionality.

When you can't even run WEI, you know you have a problem.. lol If catalyst is in programs and features you can right click it and click change to start the uninstall operation. What do you have your 680 clocked at and have you played with the voltages at all? Do you have any overclocks? Did you try completely uninstalling, reseating, letting windows update and then going to get the drivers from their site?

Catalyst is not shown as a program, anymore, but it still comes up once in a while. I just got the card yesterday afternoon, so I didn't even get a chance to oc it. Everything in my build is at stock speed, right now. CCC does not even show in the control panel.
