Looking how to set up mac address monitor

Let me start by saying what we have. We have a Juniper Firewall that we dont have access to, its going into a dumb switch which then goes to 7 Netgear Wireless Access Points (WAG102). Ip's are 192.168.185.2-8 gateway 192.168.185.1. This part is where things get different. We have an internet cafe on a floating hotel with multiple companies, but only my company can use the wireless. so what we have done is set up mac address filtering on the AP. Which has been working well at keeping the other companies off but, our company only allows 20 ip addresses at one time though the network. Now people are staying attached to the AP so they can keep an ip which is making so other people can not use it. what we need is a program that can log when a mac address gets an ip and how long they remain online, also with the current hardware, we have to enter each mac address in to 7 access points which gets aggravating. We have a desktop that stays connected to the system at all times. is there any program we can use for mac address authentication and logging on this computer so we dont have to enter the mac addresses to every AP? Out here we all work 12 hour shifts and the internet is for moral but when people cant connect it gets aggravating. I hope this all makes sense as we really need to come up with a solution.
