Computer being slower than expected

My computer is currently running a dual core 1.87 GHz CPU (clocked at 3.33 GHz) and a ATI Radeon HD 6670 GDDR3 GPU and I am quite sure that it is not running as fast as it should. For example, I own Grid 2 and the game says that my computer should be able to run the game at near the highest quality. The game still lags even with the quality at its lowest. I don't know if this problem is with the game or my computer because I can run MW3 on near the highest quality without any major lag. Any solutions?

Grid 2 is a pretty intensive game. I would get GPU-Z and make sure that the specs of your GPU are consistent with what they are supposed to be. After that, get CPU-Z and check the same things.

GRID 2 is both a CPU and GPU intensive title game. From the review mostly your HD6670 GDDR3 is bottomneck.

My CPU is the Intel Core2 6320. And how would I find out if my GPU is currently running at max usage?

Your CPU is very outdated; that is the issue.

AMD Catalyst Control Center tells you GPU usage.

Ok, I will look around for some motherboards and processors then. I read that the i3-2100 processor is the cheapest for gaming. Are there any others?

If it isn't at 99% usage, then you will most likely need to upgrade your CPU.

If it is at 99% or close then the GPU is the most limiting factor.

Open CCC
Click performance
Click AMD overdrive
You should be able to see usage ("activity"), clocks, fan speeds and temperature.
