Number Of Fans in PC

I'm going to upgrade my "gaming" PC. My case is a Ultra E-Torque and I don't know if I should buy 1 or 2 fans. Inside the case I have 2 HDD, a 7850, and a Core 2 quad. I would get a fan to exhaust air from the back, but do I need one to take air in. If I do I was thinking about a Corsair Air Series AF and a Corsair Air Series SP both 120mm. Is the Corsair SP fan really necessary because I'm on a tight budget with upgrading. Any help is nice have a good day.

Get as many as you can. Fans aren't super expensive, so it's not a big deal. The SP is kind of unnecessary, but there isn't a huge premium in cost... however, I don't think that you need it.

To be honest, it's a difference of like a total of $10 0r $20. I think it's worth it to get better fans that are a). quiet, and b). won't break easily.

Okay. One question I tried to improvise a fan because my PC was getting hot when playing games. When I installed the fan my computer would run slower than usual. It was a 60mm fan in a 120mm mount. I don't there is any coloration but I found it weird. When I took it out it ran faster.

That makes no sense. Just spend $28 bucks and get dual Corsair AF-120's. I think that's a reasonable price for such nice fans.

The cooler master sickle flows are nice for $8, the only problem is that you can only get ones that light up. Otherwise I usually buy the cheapest fans I can find (MassCool usually, Rosewills are cheap a lot too and they last a good long time).

Its a subjective thing but I will raise it anyway.
There is some debate concerning negative or positive pressure inside a PC case, and which is better.
It goes a little like this. Big fan pushing air in and less of a fan exhausting the air means positive pressure.
The theory behind this being better is that the extra air the intake fan is pushing in ends up escaping through all the small holes in the case and this stops dust getting in.
The counter argument is that this messes up the flow of air within the case and causes a reduction in the cooling efficiency of the set up, as air in excess can be an insulator. Having negative pressure means you are drawing more fresh air in and exhausting the hot used air more efficiently.
My personal preference is to have as near to a balance as possible with the bias towards positive pressure.
So two fans one in and one out would get my vote.
