how do i change the fan rpms 500-1200

i was looking on cyberpower and you can get 1000 rpm fan then theres one with 500 to 1200 rpms and i would like to know how would i change the rpmson those fans
 
There Are a few ways to do it in a pc build. The simple way is let the mb fan controller control your three and four pin fans. Then there are cables that have fixed and resistors that you can change the voltage going to your fans.
Most are 7v fixed cables. These lock your fan around 50 percent fan speed.
Then there are fan controllers. Some cases have them built it.
They run off power from the power supply and have four to six channels.
Most have knobs or sliders and you can manul set your fans from zero to 100 percent.
 
Most variable speed fans are PWM fans. (PWM= power management) PWM fans use a small 4 pin connector, not to be confused with the 4 pin molex connector on the power supply, that plug in to the motherboards fan header. The motherboard at that point will control the fan speed. Unless you have a high end motherboard you will have 3 pin fan headers on the motherboard and the PWM fans will not adjust there speed hooked to these headers. 3 Pin headers only allow for max fan speed.

alternatively there are fan speed controllers that can adjust the speed of the fans hooked to it.

some fans actually have a switch or knob to adjust the speed. theses style fans have the 4 Pin molex connectors.

all of this will depend on the fan you select and your motherboard.
 


Unless the fans are PWM fans connected to 4 pin headers, Speedfan will not work to adjust fans.

@ Smorizio 3 Pin headers can not be motherboard controlled. the wire arrangement goes as follows:
pin 1= + positive
pin 2= RPM tachometer
Pin 3= - negitive
this setup only allows for full on or off functionality. These headers need the other options you mentioned.

EDIT : the 4th pin is for a very small voltage that is sent to an electronic board in the fan that interprets it and speeds up or slows down the fan depending on the voltage sent to it through the fourth wire.

People say 3 pins aren't controlled, besides my CPU fan all my case fans I've ever plugged into my board were 3 pin and they adjust themselves. My side fan according to CPUID goes from about 850rpm up to 1100 or so depending on the temperature. I don't know where people get this maybe it always wasn't this way but it's weird.
 
^The above is just not true. I use it on all of my PCs and yeah, there are a couple of fans it won't control (Corsair), but for me that is rare and I have used it with well over two dozen different fans. It does work with (most) three pin fans.

If you want, you could always go into your EFI too and control your fans according to temp readings.
