Can't get Directx 9 to work (11 is perfectly fine)

First off, this is my first post on this forum, so hello!

So the problem is as it says in my title, DX11 is fine, and AFAIK, so is DX10, but I can't really test that as nothing uses it, and I may be wrong.

The problem happens when I run DX9 games, I'll get incredibly low fps, usually around 10fps, where I'd be over 60 easily if it was DX11. The other symptom is some items won't load, I think these are animated items, but not too sure, just certain objects aren't there.

I'm confident it worked when I had windows 7 (I'm sure I was playing farcry on DX9) But on the same HDD I installed windows 8, it's promise of DX11.1 I thought was going to help DX in general, rather than half the games I can play.

My specs:

GPU: GTX 560ti
Proc: i7 2600 (Non k)
Mobo: Gigabyte Z68
PSU: 500W Corsair

If there's anything else you want to know please ask me, I'm so annoyed games like the newest DmC or Hawken is too 'old' for my PC with an old GPU to play, and that I can only run things with DX11; I've googled everything I'm sure!

Also as I'm new I may have posted this in the wrong place, if so feel free to move it.

I'm pretty sure I have the 'runtime' I downloaded and installed Directx 9.0c; also any dx stuff that gets shipped with games. Literally about 2 seconds after starting this thread I noticed:

So I'll try flashing my bios and report back. After I learn how to do that.
