I've never done a custom water cooling loop though. He also wants two monitors so he can game on one and see his twitch chat and do other things on the other.

I think the case gives a little more Blue. But if he's big on LEDs, get one with a sidewindow.

Also changed the motherboard to a less expensive one, to keep things under the budget.

Added mouse and keyboard; though they're personal preference.
