Installed a new PSU, now DVD player doesn't work, NEED HELP

I installed a Corsair TX650 watt PSU and hooked everything up, including my DVD player, and when I start my computer up I get a Code 19 in device manager underneath the DVD/CD-ROM drives tab "Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)" I have tried to update drivers, uninstall them and then restart my computer (when drivers try to install, it said the installation failed). My DVD player opens, but it does not run the disk. I need help!

changing your power supply should have nothing to do with any drivers that allow your optical drive to work

are you sure it's connected properly and securely to both the new PS and the motherboard?

there seems to be something else you did or didn't know you did...

Everything is securely connected. ATAPI iHAS324 B ATA Device <-- that is the name under my DVD/CD ROM in Device Manager. Every thing is secure and plugged in correctly. I first saw problems when I tried to install my new Radeon 7950 while I had my other graphics cards drivers still downloaded.

Thanks for your help, it worked! Now, before I pick you as my solution, can you please, if you can, enlighten me on why my DVD player was acting up in the first place?
