6970 to tv via HDMI "screen tearing" at bottom durring video

I just got a new TV(new to me) I seem to have fixed the more common issue with screen tearing by disabling my monitor and changing pixel ratio to 4:2:2, but there is what looks like screen tearing or some kind of blurring specific to the bottom 5% of the screen. Please help. I believe it has something to do with overscan because when I zoom it back out it seems to solve the problem(reducing screen size though of course).

Have you tried enabling vertical sync for the HD 6970? That should sync the card to your TV's refresh rate.

I thank you for the response but i have not been able to find this option in the vision engine control center but I did not look to hard either. I resorted to using a media player that(to my limited understanding) limits the frame rate of what im watching. For this I downloaded the CCCP codex for WMP. which allows me to watch MKV and other files without a problem without overscan. I will try to find a vsych option within my control center somewhere so i may watch my youtube videos and report back for anyone with similar problems

Be sure to use "advanced view" and go to 3D Options. It's been awhile since I used the CCC, so the version I remember may be different from the newer ones.

that is EXACTLY what it looks like. I think I just got used to t or maybe it went away. I tried messing around with all these options but it was just way more trouble than it was worth.
