Hey,

I have a $1,200 budget and need to build a machine that is good with I/O processes. I don't play games so graphics aren't important to me. I will be using this machine for two purposes. First is to do statistical analysis with a program called SAS and second is to edit photos with photoshop. If anyone can help me out I'd appreciate it because I am not knowledgable enough to build my own machine. Thanks!

Now, I know you said you dont care about graphics, but many CAD programs and software such as photoshop cares ALOT about graphics processing horsepower. These programs take advantage of what is called GPU acceleration. Basically, it means that the program can use the GPU for massive parallel computing of data, thereby speeding up the performance of the program by sometimes up to 300-400%.
What I'm trying to say is that you still should have some graphics power for photoshop and possibly other programs you may end up using.

So here is what I'm recommending:

CPU: http://www.amazon.com/Intel-E3-1230V2-LGA1155-Processor-BX80637E31230V2/dp/B0085MQUTU/ref=sr_1_1?s=electronics&ie=UTF8&qid=1370929721&sr=1-1&keywords=intel+xeon+e3-1230+v2
This CPU is a lower power server-grade processor. This processor is workstation class, and can perform equally if not better than a core i7 for half the price.

Memory: At least 32GB for your purposes: http://www.amazon.com/Corsair-Vengeance-Desktop-Memory-CMZ32GX3M4X1600C10/dp/B0068ZWZY0/ref=sr_1_1?ie=UTF8&qid=1370930138&sr=8-1&keywords=32gb+corsair+vengeance

Motherboard:

PSU:

GPU:

You pick the HDD. :)

THESE ARE ALL JUST SUGGESTIONS, BTW.
