Xbox 360 Control Doesn't Register on Laptop

Hi guys,

I've been having issues with my xbox 360 controllers (2 of them) all morning. This is the first time I've tried to install them on my laptop, so I followed all of the steps on the Microsoft website to ensure I was doing it properly.
I've installed the software, connected them via cable to my laptop, used two different USB ports but they aren't registering.
My laptop acknowledges that they're there for charging but they just have no function after that.
I've tried literally everything I can think of
-Checking the compatibility of my OS
-uninstalling and reinstalling the software
-restarting my computer
-trouble shooting
-swapping controllers
-using different usb ports
-watching videos on installation
and as far as I've gotten is just a flashing xbox controller light.

Please, can anyone give me a magic answer and fix it all for me?! :p

The wired ones work as long as you have the drivers win8 installs for you. I am assuming you are just plugging in the play and charge kit that does not transmit data only power.
