Alright do you know if it will be able to play some latest games, especially GTA IV?

Check the game minimum specs - but is pointless if you can`t have better one !

GTA 4 Minimum System Requirements
• Processor: Intel Core 2 Duo 1.8Ghz or equivalent AMD Athlon X2 64 2.4Ghz
• Memory/RAM: 1GB for XP and 1.5GB for Vista
• Video Card: 256MB NVIDIA 7900 or 256MB ATI X1900
• Hard Disk Space: 16GB free
• Operating System: Windows XP SP3 or Windows Vista SP1

GTA IV doesn't play well at minimum specs. It wasn't a very well optimized game and was quite power hungry. At a low resolution and low graphic settings you might be able to play. But it's going to be fairly choppy. CNET suggests the Dell Inspiron 530 model (from 2008) had a 1.8Ghz Pentium E processor (which is below the Core 2 Duo on the Min Sys Requirements).

My current processor: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz (4 CPUs), ~2.4GHz
Dang so if i would want to at least run this game it would be at least suggested to get a new processor as well i would rather save up and build a better computer than putting in money into this crap. So what you at least prefer if i were to make a computer around 1 grand budget?

I used to play GTA IV on a Q6600 back in the day. That CPU could be overclocked fairly well (most got 3.2Ghz) but needed substantial cooling. GTA IV because of how it's coded really needs a fast quad core CPU to unlock the potential of your video card. That game, albeit fun, was a poorly 'ported' console game.

A better video card coupled with a good cooler & overclock on the Q6600 could keep you playing GTA IV for a while.

IT is all depends if you can upgrade to Q6600, if yes, you have a choice, if not - you not.
If you have factory installed 350 watt power supply, your motherboard is compatible with Quads, and if you have factory installed 300 watt power supply only Core 2 Duo can be installed.
So, which power supply you have?
