I just bought a retail version of the fx 6300 in the box it came with a fan and what looks like thermal paste already on the fan.

Is it a thermal pad?

Is it ok to install it as is or do I need thermal paste also

I would not be overclocking

It is the stock thermal paste and it's perfectly fine to install it as it is although it is not the highest quality around.
