Sudden long loading times

I have suddenly started experiencing extremely long loading times, and I do not know why. I have tried defragging my HD before, and currently it is at 2% fragmented. It's 2 TB with a little over 100 GB free space. I have tried running HD Tune which gave me these results:

How should I interpret them?

Theres ur problem. Its recommended to have atleast 10-20% of your total hard drive space free. Your new files that you installed are placed around the outer parts of the HDD so the spindle that reads it actually has to wait longer.

th3_ory: Is there any way to move certain parts of my files around? Like moving chunks of data from the outer parts to the inner parts?

Also, I'm slightly worried about the crazy random drops in speed, though this may be due to the 2% fragmentation?

EDIT: Besides reducing the amount of files on my harddrive and defragging.
