PSU Change OS Won't Start

Corsair CX600M replacing my old Cooler Master 600w PSU

I was recently having issues with my GPU turning off while the rest of the PC remained operational, and since most of my PC components are nearly seven years old I assumed it was time to change my PSU. I swapped out my old 600w Cooler Master for a Corsair CX600M.

After trying to boot the computer I wasn't getting a video signal, there is no onboard video on my mobo as far as I am aware so I started playing around with my GPU. After adjusting it a few times I managed to get a video signal but was greeted by a message stating "overclocking failed! please enter setup to re-configure your system / Press F1 to run setup Press F2 to load default values and continue" The guys who built my PC several year ago had OC'd the CPU from 3.1 to 3.6 but the one or two times I encountered the message in the past simply pressing F2 resulted in the PC booting properly.

When I arrived at the screen where I select my OS I chose windows 7 and was met with a screen stating that issues that may have resulted from a recent hardware or software change were preventing the OS from loading. If I select the repair option a small grey bar appears, fills, and then returns me to the screen when I choose if I want to boot W7 normally or run the repair option. Selecting the repair option infinitely loops me back and selecting to boot normally takes me back to the OS selection screen. If I select Windows XP the loading screen appears but then my PC powers off and then back on and I am met with the "OC failed" screen again.

The new PSU I bought did not have a 4pin connector for the CPU like my old one did and instead had an 8pin connector. There was a small cap on the four pins not being used by my old PSU which I removed before plugging in the 8pin connector. Could that change from 4 to 8 pin have been responsible for the issue that has arisen?

TL;DR

Bought a new PSU no 4 pin connector for CPU as before, removed cap used 8 pin, OC failed, neither OS will boot, W7 repair loops infinitely, XP causes the comp to reboot. Is that change the issue, or are there other things I could try?

Update:
On booting I did not receive the overclocking failed message and was taken right to selecting my operating system. When I selected Windows 7 I did not get the choice to start normally or run the repair option, and was instead instantly taken to the repair screen that states "Windows is loading files..." the grey bar quickly filled white and now my computer is hanging there with that text and what looks to be a loading bar that indicates completion.

I'm not sure if this is indicative of a change since I haven't done anything and encountered the other series of events multiple times.

You need to clear your CMOS. Since your computer is older, look for a manual or a manual online on your specific motherboard. You can grab a jumper pin from somewhere else on the board and use it for your CMOS jumpers. You have to make sure you turn the power off and unplug.. after that, you can place the jumper pin on the correct setting. Plug everything back in and press power... At this point, nothing will happen - your CMOS has just been cleared. Put the jumper back to where it belongs and power on the computer again. This time it should turn on.

If you don't have any jumpers on your motherboard, then you can try clearing CMOS by taking off the motherboard battery after you power down and unplug. Do the same steps with the battery.
