Loading time for what? Windows boot-up time, program loading time? All of that pretty much is bottle-necked by the hard drive.
You won't see any discernible difference between 2133 and 1600. Buy the cheaper 1600 and spend your money on an SSD for faster loading times.

i meant game loading im not sure what the differance in the mhz are can you give me a cheap but good ssd

Aboutthe only time you will see a difference in performance between the 2 is when you are overclocking. If you dont plan on doing any serious overclocking get the 1600.

Primarily when multitasking, even when browsing with a lot of windows, what get's carried in DRAM rather than being written to a page file comes back faster, if you use any big data sets, helps, apps like AC, any CAD, GIS systems, photo work, video editing/rendering
