Is the power supply Cheap or too much?

I switched out a 450 watt from a computer and put in a 525 Orion, since doing so I have lost the ability to connect one hard drive and Needing a floppy drive to update my BIOS can't connect one due to my computer shutting down when either of the two are connected, should I try switching back to the other PSU or is the 525 cheaper or something and thats why its not working? Running a pentium 4 hyperthreading on P5LD2 need to update bios so can upgrade to core 2 duo, but again floppy drive shuts down the computer. Any advice would be useful I don't know so much that it shuts down because the standby light remains on just the fans don't start and windows doesn't boot. any other way to do a Bios would be helpful too. Thank you.

the other power supply is a Powerlink 450w, which i imagine isn't a very good one either but it seemed to work better.
