LAN Networking Problem *Need Help*

So I recently bought a new gaming computer, and have been trying to use an ethernet cable to connect to my home network. The network and sharing center on my computer (windows 7) shows that the connection to the network is going through, but that I am only sending and not sending packets through the wired connection. Here are some of the fixes that I have already tried:
-reinstalling NIC Drivers
-Buying a new cable to ensure that there is no hardware issue
-checking all the connections from the cable to the router
-setting a static IP
-Checking from the routers end that the connection is going through--This did work, the router does see that my computer is connected to the network

None of these have worked. Yesterday, however, I found a tip that said that Bonjour may be the problem. I went into services.msc and disabled it. I was able to use the internet through the way that it was set up. When I turned it back on today, the problem was back.

I have tried everything that I can find to fix this problem, all to no avail. Thankyou for any time that of yours that you give me if you help me fix this problem

The pc is windows 7. I'm letting the system go with the automatic IPv4 settings, still not working though...

Bonjour is Apple software, you don't need it on Windows, I would advise just un-installing it, get rid of it. I don't know why it's preventing you from using the network, but, more importantly, I don't know why you would even be running it on a Windows PC to begin with. Here's some info about it:

I uninstalled it today after the success of disabling it yesterday, I still have no connection. As of right now, I am running the scf /scannow command to see if that turns up any answers. After that I was going to try resetting the tcp/ip stacks.
