GPU reaching 99c is it normal?

My GTX 560 gets really hot no matter what! I was wondering if this was normal or if I just got a faulty or dying card. Playing Battlefield 3 or Crysis 3 for mere minutes the card reaches 99c easily and it idles at approximately 40c goes to 54c just watching a Youtube video. but I've been also wondering if this could be a wrong reading because it has never shut down on me.
My build specs:

Motherboard: MSI 970a-g46.
Processor: FX-6300 Stock Clocks (stock cooler).
RAM: 4GB HyperX 1600Mhz.
HDD: WD Caviar Blue 500GB 7200RPM.
GPU: Gigabyte GTX 560 OC 1GB.
PSU: KingWin ABT-650MM 650w.
Case: Cooler Master Elite 430 Black.

My case even has a 120mm sidefan blowing directly into the GPU and it is still reaching these temps, it is also not filled with dust, I just cleaned it. Should I reseat the heatsink with new thermal paste, I worry this could damage my card.
 
99C is high if you ask me. Sure, they can handle that temp, but it shouldn't have to. Something isn't right if it gets that hot. Check to be sure the gpu's heatsink fan is operating. My 460GTX ran too hot when folding@home 24/7 so I just bought Arctic Cooling heatsink. It is huge, but works very well.

Could be the card is reporting the wrong temps, you could do these things.

1. Put on new Thermal paste, will help as the factory TIM is not great.

2. Get a new cooler for the card, might be that the cooler is reporting the wrong temps.

3. Put the Fans up to 100% then play, see if it lowers it much.

TL:DR: Put new TIM on the card, put the fans at 100% then try gaming, if the fans are running and your TIM is on, it is either dead or your cooler is reporting wrong temps, or you have overvolted.
