cpu running higher than original

so i just had a computer built for me and everything was running fine and quick with low cpu usage and speed, but then i tried playing battlefield 3 online and then my computer made a loud humming. i found out that my gpu mustve fried or something because once i took out the gpu i could actually use my computer again. ever since that little incident with battlefield 3, my cpu has been running higher than originally and it takes longer to boot up and launch some things. i got an upgraded gpu, which fixed the main crashing issue but the cpu still runs at about 30 to 40% at times when im literally doing nothing. just wondering what could be the issue whether it is the cpu, motherboard, or the hard drive maybe? please let me know because i just got this computer for some hardcore gaming and my gaming appetite has been brought down to a dull roar because my computer takes 5 minutes to fully boot up :( please help!

Prob through all out of whack, might want to try a hard reset (rest the CMOS to defaults) there's a jumper on the mobo and instructions in the manual, or unplug the rig and simply remove the battery from the mobo for about 15 seconds and reinsert and boot and see what that does. Let us know
 
I suggest you clean all your temp files and register with cclener. Check msconfig at start up tab what programs/applications are there and just leave the necessary.

Also, if you can get a borrow PSU above or similar at 650W from a good brand, test the rig with that and let us know the results.
