Looking for options to charge an iPad while it is connected to my PC. Apple support only states I need a "hi-power USB" port, but I am having trouble finding add-on PCIe cards.
All you need is a regular USB port... Unless you have a special connector, a regular USB should be okay.
If I plug into a regular port, the iPad says it is NOT charging because a regular USB port only provides 500mA of current. IPads need 1000mA to charge, maybe 750mA.

2. Just keep searching for a card, I guess. Look at Fry's and Newegg.com if you haven't yet.
