Graphics Blurry (trees/buildings/fences etc.) and shadows flickering

Hi, I'm having an issue with graphics and textures in games. My current PC was bought just under a year ago and I played games on it last Summer with no issues at all, here are the specs:

AMD Radeon HD 6850
Processor: Intel Core i5-3550 CPU @ 3.30 GHz
RAM: 8.00GB
System: 64- bit
Windows 7 Ultimate (Using windows 7 ultimate renewer that was included with the PC)

I stopped gaming around September last year and returned about 2 months ago to find there were issues, which have gotten progressively worse. The problem is that the textures in game are very fuzzy and blurry, especially when the character in game is moving. In-game trees, fences, buildings and the ground blur, especially in the distance, and there is also an issue with shadows where they flicker all around the environment and on the character. This was first noticed on the game World of Warcraft, but after trying other games the problem is present on them as well. I am currently trying the game "Rift" and everything looks horrible and blurry, which did not happen before and makes the game pretty much unplayable for me.

I sent the PC back to my supplier who ran hardware tests and said that they all came back positive, and that he couldn't see a problem on his monitor (which I really doubt seeing as I sent him a video clip of the problem). I have tried many suggestions that were given both by him and forum users, as listed:

1) 2 complete reinstalls of the operating system including drivers
2) Previous driver versions for the Catalyst Control Center up until 12.3, as well as attempting to play without the CCC installed
3) I took out of the PC one 4gb RAM at a time to see if it was a RAM problem
4) Used 3 different monitors, including a 5 year+ old monitor and my TV
5) Various deleting of files such as cache/WTF as well as multiple reinstalls of the games themselves.
6) VGA, HDMI and DVI cables used
7) Running games in different compatibility
8) Turned the on-board/internal graphics on (which I thought would determine that it was a fault with the actual graphics card).

All of these suggestions have failed to fix the problem and I am at a loss as to what is causing it. It would seem that as the internal graphics showed the same problem, this ISN'T in fact a problem with the graphics card, which would explain why previous driver versions didn't help.

One thing I thought about is that the PC is using something called "Windows 7 Ultimate Unlimited Renewer" which was provided when the PC first came, and that maybe because it's not a legit piece of software (at least in my eyes) there is possibly an issue with Windows 7 being recognised. However this isn't a new installation and was present last year when everything was fine.

Any advice you can give would be greatly appreciated.

I don't know if this can help you, but I will share it anyways.

Here are the steps I took with my HP Pavilian 7000 Series.

1. Changes my settings from battery saving to performance by clicking the battery icon on the bottom right of the screen.
2. Twinked my video card using the software "AMD powerXpress". My laptop allready had this software installed so it was as easy as right clicking my backscreen and selecting the "configure AMD powerXpress" tab.
3. I logged onto my game and changed the non esential settings to the low settings. I played around with it for a little to see which was better for me.

I hope that this may help you for it helped me considerably.

Many thanks for the reply - sadly I do not have/cannot find AMD powerXpress, and options 1 and 3 have already been attempted. I have used ATI tray tools which has also done nothing. What I'm wondering at this moment is if it is actually anything to do with the graphics card at all, as when I tried the on board graphics the problem still was present.

All I can think of is that the games you are using may have updated their game codes and no longer able to run off of your operating system (Windows 7 Ultimate Unlimited Renewer) as it might be out dated and unable to read all of the game codes.

I have never heard of that operating system before and do not know how sound that system runs. You might have to purchase a new operating system.

bw0013, you share one of my hunches! W7UUR is basically something that was included on my PC when I bought it and its a programme that gives you 30 days worth of W7U on a "trial" - after the 30 days you "rearm" the license, so ultimately you are running the trial forever. I have never seen this as a "legit" piece of software and have no idea why the builder of my PC didn't just include the full Windows 7 Unlimited, but it is very possible that this has encountered an error with the coding.

If this is the case, would running the games on different compatibilities usually fix the issue? I have tried doing that (Vista Service Pack 1/XP etc.) and it hasn't cured the problem, so I'm really hoping that it simply is just a case of the OS. Many thanks for your reply and previous suggestions, your time is appreciated.

I would go to that games online website and take a look at what they require at minimum to run. They will usully tell you the OS that the codes run off of.

If you have everything that is required and that wasn't the problem, then running the game in a different compatibility could possibly help fix the problem.

Sometimes, games settings can let you choose the resolution of the game. It could just be as simple as making the resolution larger, compacting the screen to possibly lower the fuzzy a little. Sometime its the most simple of things we over look.

Other than that, I have no idea. I am no computer wiz and I dont know how to go through the computer OS codes and game codes to fgure the issue. I am sorry that I am not much help to you. I hope that you can get this issue resolved.

Not at all, your responses have been appreciated. I am lucky enough to know a family friend who is an IT engineer and he will hopefully be able to supply me with a brand new Windows 7 OS - due to the fact I have ruled out the graphics card (having tried different drivers/interior graphics showing the same issue) and the RAM (as I have taken them out one at a time previously) I am hopeful that it is the OS/coding.

Funnily enough I remember that a few months ago I did get messages when I loaded up my PC that my OS was possibly faulty/out of date - sadly I was not gaming at the time and did not make a link. I have tried the game on 3 different monitors on all resolutions/graphic settings both in game and in the CCC and there was no improvement - fingers crossed this will fix it! I will also check out the websites as you suggested and will report back after installing a new OS, I have nothing to loose as I only just reinstalled it 2 weeks ago and there aren't many programmes/files. Many thanks!
