New Mobo Question

My brother has a relatively poor computer. It was something I gave him about a year ago when I got my laptop, as the laptop was nearly the same specs.
But cutting out all the back story, the HDD has OEM Windows 7 Preinstalled from a store, probably best buy or something.

I was looking to upgrade the PC, as the mobo has no option for a decent graphics card to be put into it but the CPU is rather nice. My major question is: Is it possible to just attach his HDD to the new mobo and have it load up with windows or am I going to need a new copy of Windows?

OEM Windows 7 Fact:

Your copy of Windows is locked to the PC on which you purchased it. You cannot transfer that license to another PC.
You can upgrade any components or peripherals on your PC and keep your license intact. You can replace the motherboard with an identical model or an equivalent model from the OEM if it fails. However, if you personally replace or upgrade the motherboard, your OEM Windows license is null and void.
