I'm building a system - do I buy Windows 8 OEM?

Bit of a nooby question but I'm just getting more confused here.

If someone is building a PC (for personal use) are they allowed to buy the Windows 8 OEM? Up till just now, I thought OEM was specifically for people building systems with no OS present on them.

I also read that you can only use the OEM windows 8 once and that it's tied to your motherboard or something like that. I'd rather have the ablility to re-install the OS if anything goes wrong with the first install (on the same rig).

I still haven't built the rig yet because I need to buy the OS.

Could someone clear this up for me?

As long as you have the key to the os you can install it on the same computer as many times as you want. You can change everything in the system but the motherboard and it will still activate. Ive even installed two harddrives with the same os in the same system, one for work and the second one for gaming. As long as the motherboard stays the same you will be fine.

Are you sure it's not tied to one PC? Because I read just now somewhere that it is.
