Can my PC handle the Radeon HD 7950??

I'm kind of new in PC gaming.

We all know the Radeon HD 7570 is no gaming GPU. So I've set my eyes on the HD 7950. On the AMD website, it says it requires a minimum of 500w. Where as my PC only provides 460w. I asked my buddy if I needed to upgrade my PSU, he took a look at the link that I provided above and said that I don't need to make an upgrade. I checked on gamedebate.com and it said the max power is 180w and that I need a 500w and 26A PSU.

Now I have a couple of questions. Why do I need a 500w PSU if the max power of the 7950 is 180w?? What is the amperage of my PSU (all the details of my PSU are on the link above, but I'm not really sure how to interpretate it.)?? And finally, can my PSU handle the HD 7950??

Note: I do not plan on using that Crossfire technology.
