HELP! So many Problems!

So recently I have been upgrading my computer, piece by piece. Finally I got to the motherboard! Now, when I try to boot it up, there is no signal to the monitor (graphics card powers on, the fan is turning), and the hard drive does not power on. (e.g. no hard drive noise or hdd led.) I have checked all of the cords time and time again, nothing seems to be wrong with them. Also, the power LED to the disc drive is on and flashing, but the drive wont eject. I am getting frustrated because the motherboard has no integrated graphics so there is no way to see the bios or where its getting stuck during booting.

I did not delete the old drivers off of the HDD, but it should at least boot still. I can not find a forum or anything with this same problem. Could it be a power supply problem?

Components:

ASRock 970 Extreme3 (no integrated graphics)
XFX Radeon 7870 Core (recommends 500W PSU)
HP CD/DVD Disc Drive
Seagate 750GB HDD 7200 RPM
AMD Athlon x2 Dual Core Processor
Logisys 550Watt PSU
ThermalTake AMD Edition Chassis
 
This has nothing to do with drivers; you should be able to see the BIOS regardless of what's on the HDD or even whether there is one installed or not.

Uninstall and re-seat everything, and try again.

Could you be more specific about your model of CPU? What's your RAM?

As to the PSU, Logisys doesn't sound like a good brand.

I have tried VGA and DVI plugs for the graphics card to no avail. What doesnt make sense to me is why the Hard Drive wont kick on and why the DVD tray wont open. Everything worked fine on the old motherboard. Logisys worked fine on the old MOBO too. I could play games with no worries. Bought the new motherboard for the new expansion slots (wanting a wireless LAN card and Crossfire.) Just recently the mouse light stopped lighting up too. Everything is plugged in. This is the second MOBO i have installed, and it has more problems than i had hoped for. I was wondering if the PSU is having trouble giving enough power. Its 550Watt, the GPU recommends 500W. The old MOBO was a microATX and old, the new one is a mid ATX and newer, with better hardware. I was thinking that it was drawing too much power for the PSU to keep up. I wish there was a way to see the BIOS. No video, no integrated video.

not sure what RMA means, but i purchased the MOBO about three weeks ago. Moved into a new apartment and finally got time to install it. It was also kept safe, and never was able to banged around or anything. Nothing is broke on it. Going to buy a XFX 750W PSU soon. Trying not to dump a bunch of money into this computer over a short period of time. Mouths to feed, ya know?

Also buying an AMD FX 8 core processor. The black edition, cant remember the model numbers. Been a while since i have had time to study this stuff. I would just like to know why the DVD tray wont open and why the HDD wont power on. Is that normal Pre-Windows installation? Also, when I installed the new MOBO, i didnt move the PSU, HDD, or DVD during the installation process, so they should be fine. Just plugged them into the respective ATX PWR, SATA1, SATA2.

Side note, does it matter which SATA slot you plug the HDD/DVD into?
 
Does the HDD get power at all? You can tell by putting your hand on it when the PC is powered; you should feel a running HDD vibrating in your hand. The HDD should power on as long as it gets power from the PSU even if it's not connected to a motherboard.

Is the power cable to the HDD secure?

Ordered it from Amazon, so I doubt it has a return possibility this far after purchase. I can only think of two problems. PSU, or bad MOBO. I have come across a hell storm of complaints about the MOBO being DOA, but I am not 100% sure its the MOBO since the fans and lights power on.

No MOBO speaker, no Chassis speaker. Cant do the beep test.

Um, the fans in the case make so much vibration there wouldnt necessarily be an accurate way to vibration test the HDD. SO! I am thinking bad MOBO. I heard Asus makes great MOBOs.
