mixing Cpu Cooler whit a casefan

Note used thermal take coolingpaste.
when i run core temp and get idle 1600-3912 mhz core 0 26-38°c, core 1 34-48°c, core 2 26-39°c, core 3 31-47°c
and when compined to prime 95 blend test 3911Mhz running its core 0 58-63,core 1 66-70, core 2 64-70, core 3 62-69
is that ok values? i have 3 reason moment is not litted would like to change top blue tone whit led and(woudl that increase temperature?) the fan has 3 cables unlike standard fans that goes whith the haf x some times get warning message of fan running lowerspeed 600rpm from bios
can i improve cooling using artic mx4? and how should i apply it (picture possible)? and to what extend can it be overclocked whitin safe measure
