corrupt control panel files

My control panel files got corrupted during a malware attack. Although I cleaned up the mess (used Rkill), I am not able to use any control panel appplets. It causes explorer.exe to crash. Like, control panel, action centre, screen resolution and even system properties crashes (catastrophic faliure 8000FFFF) and restarts explorer. Not even in safe mode.

I don't want a reinstall and cant use system restore as it is not accessible.

Need a way to restore my OS.

sfc/ scannow error- could not perform requested operation

Tried it. It says '32 bit can't be upgraded to 64 bit' and vice-versa. I don't know why but it is absurd as I selected x64 option when repairing and I get the error message in two different parts (x86 can't be upgraded to x64 and x64 can't be upgraded to x86)
