4Gb of ram unusable

Hi, currently I have 4 sticks of 2Gb RAMs seated in my rig
they showed up in the BIOS as 8Gb, but when its in windows 8 x64 it shows 8Gb (4Gb usable)
The resources screen also shows maximum RAM as 4Gb
Ive checked my msconfig and maximum memory was never checked
Any idea whats going on here?

MSI 990FXA-GD80 V2
OCZ 2Gb PC12800 CAS7 RAMs x4 running on Single channel 1033Mhz 1.652V

Two thoughts:

Are you absolutely sure you're on Win 8 x64 and not 32-bit Win8?

Does that board have onboard graphics? If so, is there an option to configure the memory dedicated to it?
 
I was looking at your post, why if you have four sticks of ram at 2Gb each stick is the board running in single channel memory mode?
It should be in dual memory mode based on the amount of ram sticks installed not single channel mode.

Have a check in your bios to see if you can change this. Also have a look for a memory remapping option in the bios if it is turned off please turn it on.

Save the settings before exiting the bios.

And as said confirm you have a windows x64 Os 32bit versions have a memory limit of 4gb .
