It would be difficult to make a build for you, as I have no idea about your pricing, but I'll try to help. Also, you should know that being able to stream is more reliant on your internet upload speed that on your pc's specs.

For your cpu, you'll want either the fx 4300 (4100 is budget is an issue) and a low-end 970 chipset motherboard.

For the hdd, your budget can probably only allow 500 gb or less of storage, but look for deals.

I have no idea about the availability and pricing of cases for you, and it's mostly preference anyways.

You're probably looking at a 7770 or a 7750 for the gpu, but again, pricing is different, so I don't know what you can afford.

Try to find a power supply that is 80+ certified. Hard to do at your budget, but you only nee 400w so it wouldn't be the end of the world if you can't.

Lastly, for the ram, go for whatever is cheapest. You probably can only afford 4gb, but that's really plenty for gaming right now.

Thanks for your time and effort I really appreciate, do you think this build will give me better system for Dota2 streaming? ( after I posted saw you have already replied)

edit: Should I expect avg of 60fps at 1280x1024 high aa-off while streaming?
edit2: congrz how did you fit that gpu with that CPU on this budged thank you.
