1tb hardrive unable to formatt/ does not give option ?

okay so i got a second hand hard drive of my uncle and he says it works .. so i plugged it in and went on my disk management . it shows up but when i right click it and the other things around it it does not say format or partition , like it should do ? is there anything in the bios or start up i need to do ? ( oh and this is not my main drive i have a main one i just want to format this one ) thanks Doc ( im on windows 7 if you need to know)
also when i right click on it and try do stuff it says an I/O error ?

If the drive does indeed work and is recognized by your pc's bios as 1tb then I beleive that the drive was his main drive and windows is not allowing you to access it. Use diskpart on the command line and see if you can delete the existing partition and then repartition it to your liking.
