Screen Tearing Issue

Ok, so I get screen tearing when I watch videos on my computer/youtube, and have noticed it with some games- but not all.

I already have Vsync set to always on, and triple buffering as well for whatever that is worth. Still get the tearing.

Now I have a monitor connected to my PC via DVI and my TV connected via HDMI. I notice no tearing on my TV.

Will getting a new monitor solve my problems? Help pls.

GFX: AMD Radeon HD 7970 - 3GB - Single Card
Monitor is an old HP w1907.

You want to make sure that your monitor (Hz) and frame rates per second (FPS) match. So using vsync to keep it limited to 60 fps on a 60hz monitor shouldn't screen tear at all. I belive that tripple buffering increases the frame rate, so take it off.
tl;dr Check your monitor is 60hz, take tripple buffering off.

I took off triple buffering, checked my Hz (it was set at 59), put it to 60. There shouldn't have been a problem before anyway, but I still get the tearing after the changes.

This is quite odd. The vsync should work no? But if there was something wrong with my GFX or something then why does it not tear on my TV?

Well, I have no idea how to check what vsync is locking it to. And the only options I have in my display settings for framerate are 60 fps, 59 fps and 50 fps. I just put it to 50 fps. Just tested it on a game I was getting tearing in yesterday and some videos... noticed no tearing.
Thank you.

Now I have a follow up question... if I got a new monitor with a higher refresh rate, would there be a problem?

As I said, get a program such as Fraps to give you your real time FPS.
