  1. Regedit
    find "0cc5b647-c1df-4637-891a-dec35c318583"
go to VALUEMAX (jot down current) set to 0
go to VALUEMIN (jot down current) set to 0

continue searching for the value above, as there may be multiple instances depending on power profiles employed and change all (keep the settings you jotted down in the event you ever want to change back)

Also as far as cores, if you want to speed up boot a little, and haven't done so, go to Start, enter MSCONFIG in the search box, hit enter, when MSCONFIG opens , click on the Boot tab, click on Advanced, then in upper left, there is Cores at boot, Win defaults to one, set it to the amount of cores you have, boot should go faster
  2. go to REGEDIT
    - Search and Find this key [ 54533251-82be-4824-96c1-47b60b740d00 ] without the " [ ] "
    - alternately, you can search and find the phrase " Core Parking " - again without the " "
    - either of the above searchs works and delivers the exact same results
    - delete the key(s)
    - make sure you search the whole Registry - you should find it [ from memory ] 6 times but will only be able to delete [ from memory ] the first 2 or 3 instances - dont worry about the ones you cant delete - just delete all the ones you can
    - exit the Registy
    - Shutdown Win7
    - Do a full cold shutdown and re-boot

thats how to disable core parking
