It depends on the game and settings. In many cases the game would be GPU limited, so the slower CPU would hardly affect FPS. In other cases, it would be CPU limited, and then FPS would be affected more substantially. But still not a huge difference - maybe 35 FPS instead of 40. And that's more or less a worst case scenario.
