Ivy Bridge I7-3770s New Build CPU Performance Issue

Hello forum friends.

I recently had AllPCZone build me a new media server with an I7-3770s (specs below) and I am having some CPU issues. Essentially, all the benchmarks I run come out about only 50-60% of what I expect them to be.

Examples:

CPUmark is only 5723
SuperPi 2M is 39.512 sec and 1M is 17.513 seconds

Also, when I peg all 8 threads with Prime95 , Cpu-z says core speed 2.095Ghz max (21 mult * 99.78 mhz bus). I cannot get the core speed up to 3.1 (let alone the turbo kicking in to up to 3.9) no matter what I do. Seems like this CPU is stuck in 3rd gear.

On the good side, I ran prime95 for an hour and my temp never went above 56c even in a smaller size case with the stock cpu fan - idle is 30c

Any ideas on what the problem may be?
