Need help with windows 8 internet

Hey! I need help quick!
When I start my computer (Compaq CQ58) it won't work as it's suppose to. When I go to the desktop and klick on internet (both google chrome, mozilla firefox or internet explorer) it won't come up! I'm npt able to signt out from my windows account neither. So I'm unable to restart the computer exept from holding in the power button!
Anyone??

Try typing 'shutdown -r -t 00' command in the Run command box to restart the computer.

The problem is likely with the user profile that you are using. Try creating a new user account, log on to that new account and try using the Internet. It is likely that you will be able to open the web browsers in the new user account.
