90% of Memory Being Used When I'm Not Running Anything!?!

Hi,
I turned on my PC, after the night before It was taking a long time to turn off so I unplugged from the socket...
(PC Specs
AMD FX-4100
Radeon 6670
4GB 1600mhz RAM
Windows 8 Pro)

It is extremely laggy and task manager says I am using around 90-96% of my memory when there is only around 200mb being used!

I have tried a system restore to 11 days ago, a virus scan (which removed a trojan)

I don't know what to do!
Have I broke my RAM?
Help me please!

Which item(s) in task manager are taking up all the RAM? You may still be infected. Try Malwarebytes and Spybot Search and Destroy. Try running in Safe Mode. Are you sure it's not 90-96% of the CPU?

The problem is gone when I boot into safe mode, yes im sure its not the CPU.

I will try a full scan with MalwareBytes and see if that brings up a virus,trojan etc
because if it works in Safe Mode its a virus or something, right?
