4-pin is more "smart" and will speed up when the CPU gets hot and slow down when the CPU isn't as hot. Is this true, and if not, WHAT'S true? Thanks!

My first thought was the same as lego's and you are talking about the 4 or 8pin power plug. But you could be talking about the 4pin fans? In that case yes, they speed up and down depending on CPU temp. As lego said you probably want to slow down and try asking your question again.

The 4/8 pin ATX power connector has NO bearing on speed nor temperature that the CPU runs at.

On new systems the CPU will NOT get any power if the 4/8 pin MB connector is not connected.

The diff between using a 4 pin vs a 8 pin ATX connection is generally based on the TDP rating of the CPU, under 125 Watt 4 fine is OK, above 125 Watt the 8 Pin connection should be used.
It is about the IR drop across the pins, twwo much current thru an individual pin will cause the pin to overheat possibly melting the connector plastic and or burn (scorch) the MB near the connector.

ADDED: 4745454b you are Probably 100% correct - LOLs
