SOLVED: CPU multiplier not saved in boot to windows

windows 8 64 pro
asrock 970 extreme3 1.70 bios
amd 1090t 3.6ghz 1.3v
g.skill ripjaws 1333 2 x 4gb
etc, etc,

so i just got myself my first water cooling setup, the cooler master seidon 240m to squeeze some more life out of the 1090t with a higher overclock. got a new tower, cooler master haf xm. anyway, transferred everything over to the new tower and set up the cooler. everything went fine except when i booted into windows, clock speed was down to stock 3.2ghz. went into the bios, bios was reporting 3.2ghz, but my profile was saved for the overclock to 3.6. saved/exited, booted windows, same deal. reset the cmos via jumper. same. checked power saver settings in windows, set for performance. cool n quiet disabled. turbo disabled. underclocking doesn't work. it seems it's just the multiplier and the cpu voltage that won't change from stock.

tried overclocking the nb frequency, booted into windows and cpu-z shows it overclocked. what. the. hell. so basically, every other setting i change in the bios is sticking, except for the cpu multiplier and voltage. i've been running at this modest overclock for at least a year or two with no issues, and now i just can't get it to stick, seemingly because it just decided to hate me because i moved it into a new home with air conditioning.

any ideas on what more i can do to diagnose? reflash the bios? boot with 1 stick of ram? pull the cmos battery to clear that way? replace the battery? on first boot the date/time was reset, but i imagine that's because the mobo was disconnected from the power supply for a couple of hours. at work right now and just frustrated i haven't figured it out yet. all help is greatly appreciated.

i have not. the 1.70 bios is the latest version from asrock. though maybe it has somehow become corrupted and only affecting the multi/voltage?
