Well i guess you have 3 options then.
1. spend a bunch more money for a water loop
2. Get an after market air cooler(not as much as the water loop)
3. Sell it and buy an air cooled card.

Have you contacted Newegg? You may have to pay a restocking fee but they will usually let you return it. Here's a quote from thier webpage about video card returns
"VGA Standard Return Policy
Return for refund within: 30 days
Return for replacement within: 30 days
This is our Standard 30-Day Return Policy. Items covered by this policy (those products for which Newegg states "This item may be returned for a replacement or refund within 30 days only") must be returned to Newegg within 30 days of the invoice date for this policy to apply. “Return” constitutes receipt of the product by Newegg, and not the mere issuance of an RMA.

Selling it aftermarket as a new product is probably your best bet out of those three - you should be able to make enough on it to buy an air cooled titan for just a little more. Talking to EVGA won't help as their warranty covers repairs, but not returns.

When you say 'opened it up,' do you mean the packaging, or did you actually take the cover off the card?
 
At this point I would definitely talk to EVGA and see if they can even run diagnostics to see if the chip is okay.

I have to ask you something though... when you got the card and saw that it had funky connections for something weird...
and looked at high end cards that produced half the heat of a Titan and required two or three fans... and saw that this card didn't have any...
