What's wrong with my PSU?

I got a OCZ Fatality 700W PSU. When it is plugged in and ready to power on my PC, the light in the back is orange.

As soon as I press the power button, a hear a little taser noise, the CPU fan spins for a split second, then everything shuts off. The light in the back turns to red.

I turn off the power switch of the PSU in the back, turn it back on, its orange again. Try to power on, and the same thing happens.

(All hardware is disconnected other than the powerpins into the Motherboard)

I've also tried using another PSU is 450W and the same thing happens.

The motherboard has a green light that goes on for both PSUs. But when powerbutton is pushed, the 700W makes taser noise then shuts off, the 450W has no effect.

Is it time for a new PSU? Or is it time for a new motherboard?

The mobo is ASUS P7H55-M PRO. Everything else is not connected.

Update... I hooked up the OCZ FATALITY 700W PSU into another motherboard (shittier one that was "fried"). Well it worked on another computer and I ended up fixing a computer that was "fried".

So this leads me to believe that the ASUS P7H55-M PRO motherboard is fried....

So my question is, how do we know a mobo is fried? There is a green light on the mobo that lights up when a PSU is connected. What does this all mean?
