Won't boot with gtx570 after CPU Upgrade

I have had an Asus Essentio 5570 for about 4 years and recently decided to upgrade the CPU from the E5300 to the Q6600. After installing the new CPU I reinstalled windows 7 by formatting the partition. I currently have a 600 watt PSU with 30 on 12v1 and 22 on 12v2, and GTX 570 with 6 gigs of ram. The install of windows went fine. It installed updates. After the reboot it crashes at the windows logo with a flicker of black and white lines then blue screen for a split second then reboots itself. The cycle repeats. I can boot into safe mode fine and if I disconnect the gtx 570 an use on board video it works fine. I have never had a issue with this card in the past. Not sure if my PSU isn't powerful enough, or if its a driver or setting issue, or other issue. Any Help is appreciated. Thanks

I uninstalled the driver in safe mode and it now boots into windows. But my resolution is really low. A display comes up immediately and is looking for drivers. It installs the standard VGA adapter driver. Then windows update downloads nvidia driver and installs. After reboot it reboot crashes at windows logo
