Best Possible GPU

I have a Dell Optiplex 745 Mini Tower, I've upgraded it enough to were the only thing that is the same is the motherboard. I have a 700 PSW and a Core 2 Quad in it at the moment. I'm wanting to upgrade from my old 5670 to something newer that can handle most current games on decent settings. I have $150 for a card at the moment.

NCIX has the EVGA 650 Ti Boost at 1.07Ghz for $149.99 after $10 mail-in rebate (free shipping). That's assuming that you have a decent power supply - I won't put my name behind any GPU recommendation if you have a "700 W" PSU.
