Windows cannot be installed to Disk 0 partition 1

I just built a computer and when i go to install Windows 7 it gives me this message, "Windows cannot be installed to Disk 0 partition 1. Setup was unable to creeate a new system partition or locate an exsising system partition. See the setup log files for more information." I've tried, everything, went to forums and tried other solutions and got nothing. Please help. And yes, my hard drive is a brand new one. I really need help, maybe it's a bad hard drive?
